Job Summary

To play a key role in supporting the delivery of the Council’s Community Asset Transfer Policy, providing general project development and management advice assisting organisations in becoming sustainable over the long term.

This post is an internal advertisement, open to Permanent and Fixed Term employees of Blaenau Gwent County Borough Council.  Temporary employees are eligible to apply providing they have 24 months continuous employment with the Authority.

Principal Accountabilities


  1. To support development and delivery of Community Asset Transfers in line with the Council’s Community Asset Transfer Policy and Annual Asset Action Plan.
  2. Working with senior officers, assist in developing management reporting systems to track progress of transfers and monitor their effectiveness, by setting up and maintaining issue and risk logs.
  3. To provide support to the Property Assets and Review Officer and engage with interested parties on opportunities for sustainable alternative delivery of transfer of assets.
  4. To assist in the investigation and exploration of new and existing funding sources, in doing so, assist partnership working with the third sector in raising awareness of the opportunities available, signposting and supporting organisations to access other funding opportunities and assistance.
  5. To assist community organisations to develop solutions to complex problems and overcome barriers to progress, in a practical and timely way, working with a range of professionals.
  6. Throughout the asset or service transfer process, share appropriate information with the Property Assets and Review Officer, Council's Technical Services and Estates and Strategic Asset Management and other relevant departments within the Council.
  7. Support the Council and other partners, sharing information and informing the Property Assets and Review Officer of any issues, contacting appropriate departments or officers who can advise in resolving disputes.
  8. Liaise with the Property Assets and Review Officer and members of the Community Asset Transfer Steering Group (CATSG) in providing information on the groups involved, informing senior staff of the support required.
  9. Support the Property Assets and Review Officer providing information to support appropriate officers and Elected Members regarding Expressions of Interest (EOI) and full business case applications in accordance with the approved Community Asset Transfer Policy.
  10. Monitoring and evaluation of agreements put in place to ensure the body taking the transfer provides services and facilities in accordance with their approved business plan and occupational agreement reporting to the Community Asset Transfer Steering Group (CATSG) and the Blaenau Gwent 3rd Sector Community Support Network.
  11. Under guidance of the Property Assets and Review Officer, provide a resource in implementing service changes concerning possible transfer of assets.
  12. To develop and monitor performance indicators to measure success criteria of the Councils Community Asset Transfer Programme.
  13. To liaise with funding partners as required and support the Property Assets & Review Officer  by preparing updating and monitoring project cash flow and liaise with the Resources Department on all financial matters when necessary.
  14. To act as the main point of contact for advice and specifically on matters relating to  support and guidance for all Community Asset Transfer queries relating to the Estates and Strategic Asset Management Team from internal and external stakeholders.
  15. To assist in the development, preparation and submission of bids for external funding preparing project claims and reimbursements as required throughout the year for any successful bids.
  16. Under guidance of the Property Assets and Review Officer, provide a resource to co-ordinate and support the Community Asset Transfer Steering Group, ensuring actions are noted correctly and liaise with third sector groups involved in the Community Asset Transfer process.

The position carries an Approved Casual Car User Allowance therefore access to a vehicle for work purposes is a requirement.
