Job Summary

Town Centre’s remain a priority for us as an authority and we are committed to supporting and working with our partners to ensure their future. We have an exciting opportunity within our Regeneration team for the right individual who can demonstrate creativity, passion and drive to deliver change through a partnership approach.

The officer will work with key stakeholders and take a proactive approach, to deliver initiatives and support sustainable and vibrant town centres. Effective engagement, communication, creativity and innovation is key.

The successful candidate will have significant experience of multi-agency delivery, preferably in a town centre or business related setting; and have a strong knowledge of funding opportunities to help deliver initiatives.

Principal Accountabilities include:

  1. To engage positively with all town centre stakeholders (business, support organisations, third sector and service users) to establish a collaborative vision, aspiration and approach to the future function of town centres.
  1. Work with the relevant groups to develop an action plan reflective of the agreed priorities and areas of activities; facilitating where appropriate to support delivery.
  1. Work with a wide range of partners internally and externally to harness the potential of Blaenau Gwent Town Centres, exploring new/additional town centre uses where appropriate.
  1. Ensure town centres are a key consideration in the development and implementation of wider area regeneration proposals including development of transport infrastructure and housing.
  1. Explore and pursue a range of funding opportunities (inc. income generation, crowd funding etc.) marketing and alternative delivery models, utilising wider stakeholder resource to facilitate the delivery of town centre priorities.


Person Specification

  • Degree or equivalent level of qualification within a relatable field is essential.


Other experience

  • Experience of establishing and/or co-ordinating partnerships or multi-agency working to facilitate delivery.
  • Experience of preparing and securing grants/loans from a variety of funding bodies.
  • Experience of working with businesses, in particular retail/town centre businesses.



  • An awareness of issues that affect economic performance to town centres.
  • Able to demonstrate a knowledge of the wider retail/commercial sectors.
  • Excellent communication and interpersonal skills.
  • Innovation and creativity in exploring alternative delivery.
  • Ability to engage and deal tactfully and professionally with Elected Members, officers, outside agencies, businesses and community representatives.


The position carries an Approved Casual Car User Allowance therefore access to a vehicle for work purposes is a requirement.
